PHRG makes sense of complicated; often confusing health care related policy issues. We have a successful track record of sorting out pros and cons of regulatory and legislative topics for state and local governments.

A recent example was PHRG's analysis and policy recommendations related to Maine's Certificate of Need (CON) law. The report includes a comparison of CON laws in eleven states in terms of process, scope, enforcement procedures, and connection to quality measures.

With health care costs escalating more rapidly than other segments of the economy, accurate and comprehensive data, coupled with insightful analysis, are crucial for decision-makers. PHRG approaches policy analysis from a combined quantitative and qualitative point of view. When data help to tell the story, we will identify the appropriate data, find it, and apply it to the issue. Many firms will use national databases, and then estimate the local conditions. PHRG uses all local data sources, capturing the uniqueness of each community and the factors that affect their health. We do not believe that any community is average. PHRG is a leader in harvesting local health data, and translating it into actionable plans for health care.

We also use more than just health data. We believe all of the factors driving health care should be weighed: education, poverty, income, population growth, disease prevalence and treatment patterns, along with social policy objectives.
