Announcing Organization Change

The Public Health Resource Group (PHRG), started in 1988, has merged into the University of New England, College of Osteopathic Medicine (COM). Our new entity "The Center for Health Policy, Planning and Research" began operation effective March 1st. The Center will continue the work of PHRG and its sister organization, Public Health Research Institute (PHRI).

We are very pleased and excited about this organizational change and look forward to working with old and new friends and clients to assist them in health system planning, chronic care quality improvement initiatives, research studies and program and policy evaluation. The Center will also be working with COM, UNE's School of Health Professions and other entities within and outside of UNE to expand the research program. Research-Driven Healthcare Planning

Background

Public Health Resource Group (PHRG), together with Public Health Research Institute (PHRI) a 501(c)(3) nonprofit corporation, are independent healthcare research and planning firms headquartered in Portland, Maine. PHRG specializes in focused health services planning projects in public health, emergency preparedness and community health needs assessment. PHRI specializes in improving chronic care services in communities, health systems, regions and countries, by performing chronic disease care planning studies using the Innovative Care for Chronic Conditions (ICCC) framework. PHRI also conducts evaluation studies of projects and initiatives that address a wide range of health care topics. PHRG's emergency public health preparedness work consists of consulting to improve public health infrastructure through planning based on the ten essential public health services, with a particular emphasis is on the use of data systems and technology. PHRG also consults in the implementation of health information systems for private sector clients and governments. Our Services - PHRG's consulting and research services consist of five core areas:

Chronic Care Planning consists of policy, health service and patient based planning and service improvement at the community, system, and provider levels. Grounded in WHO’s ICCC framework PHRI has developed, tested and implemented a Chronic Care Improvement Module that identifies community chronic care needs and issues, employs best practice processes to implementing evidence based change and evaluates and monitors change with process and outcomes measures for practices and patients. This planning system is key to integrating care systems to improve access and quality while identifying opportunities for growth.

Public Health Planning: Assessment, planning, and implementation and coordination for public health agencies to improve core capacities and meet CDC goals and benchmarks. Our proven assessment tools, based on the ten essential public health services framework are applied across public health policies, procedures, information systems, data bases and personnel capacities to provide a clear description of the organizations current strengths, weaknesses, opportunities and threats. This assessment forms the basis for an action plan designed to implement an effective programs designed to increase emergency response capacities as well as improving day-to-day operations.

Disease Surveillance System Assessment and Planning: Specific information technology assessment, planning and implementation services for disease surveillance, emergency preparedness (bio-terrorism) and chronic disease registries including project design, development and management.

Research and Evaluation: Demonstration and evaluation research projects ranging from descriptive studies to evaluation and longitudinal studies.

Health Communication: Consulting and development of creative high quality health messaging and health information gathering tools using the Internet and electronic media.
